In the intermediate term, there are near shore seasteading opportunities for coastal cities to expand, and close the resource loop to solve their waste problems.
In the short term, people can make those first steps towards living on the ocean, towards starting microeconomies, and towards self-sufficiency by choosing to dwell within seapods.

When your residence floats upon the water, another benefit is the ease of mobility. Our ancestors migrated with the herds and seasons and some seasteaders may elect to do the same. Just like the numerousness and proximity of the city-states of Ancient Greece ultimately helped them develop their celebrated model of democracy, Seasteaders may rapidly discover the best policies for the governance of people.
Just like the economic policies of Hong Kong were replicated on the Chinese mainland in the form of special economic zones, it is probable that land-based governing bodies will adopt the best policies that Seasteaders discover.
